Cause

You asked Guile to pay this business out on a cadence it does not run. Nothing was saved and no money moved.

Fix

Send one of the four cadences Guile schedules when you configure a business’s payout preferences:

`frequency`	When the money lands
`weekly`	Once a week, on the weekday you pick
`biweekly`	Every other week, on the weekday you pick
`semimonthly`	Twice a month, on the 1st and the 15th
`monthly`	Once a month, on a day from 1 to 28

daily, quarterly, and annually are real frequencies elsewhere in the API. Payouts do not use them.
